Is this a trick question? Do you mean technically “can they do it” or whether it’s appropriate?

I am not talking like rude or nasty behavior or speech…just comment from your own feelings, opions, views, etc?

Web logs are a public forums. They are psuedo community property. If that is not what someone wants then they could use a different medium, even one online, that does not allow for others to freely comment. I think it is assumed that if one has a web log then he is allowing any type of response one may wish to post.
Anyway, on to the real reason I came to your web log. I would like to announce publicly that usually, I like the smell of my own gaseous releases. But why not those of others? They all basically have the same smell. Why like mine and not my wife’s? Some things are not meant to be understood, I think.
